PESO officer in Lapu indicted for duping job applicants

A Lapu-Lapu City government employee is now awaiting trial in court after the Office of Ombudsman has affirmed her indictment for allegedly duping several applicants for overseas employment.

Grace Jamio, an officer of the Lapu-Lapu City Public Employment Service Office (PESO), was charged with violation of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019) before the Ombudsman after allegedly promoting the private firm AB Tutorial and Languages Center to 15 prospective job applicants to Korea.

Section 3(e) of R.A. No. 3019 prohibits public officials from causing undue injury to any party or the government, or giving any private party any unwarranted benefits, advantage or preference in the discharge of his official administrative or judicial functions through manifest partiality, evident bad faith or gross inexcusable negligence.

Jamio allegedly enticed the prospective overseas Filipino workers (OFWs) to enroll in the Korean language program of AB Tutorial for a fee of P8,500, with the assurance of working in Korea through the “government to government program for factory workers.”

However, it was discovered that the private firm was not accredited with the Technical Education and Skills Development Authority (Tesda) and the Philippine Overseas Employment Authority (POEA).

In indicting Jamio, the Office of the Ombudsman stated that “Jamio’s blatant endorsement of AB Tutorial, despite the free courses being offered by the POEA and Tesda, is tainted with badges of partiality and malice.”

Also charged were AB Tutorial representatives Buenaventura Igot and Arturo Aliazon.

“The records of this case support the conclusion that respondents Jamio, Igot and Aliazon acted in concert to promote AB Tutorial during government sponsored or assisted activities and coax prospective job applicants into enrolling in its Korean language program,” the resolution reads.

As of yesterday, Jamio has not responded yet when asked for comment through her Facebook account.
