Waste segregation, anti-drug videos for cinemas eyed

CINEMA goers in Cebu City may soon have to watch three minute videos on waste segregation and avoiding drug addiction before enjoying their movie.

In last Tuesday’s City Council session, Councilor Eugenio Gabuya proposed an ordinance that would mandate theater operators to feature these instructional videos “immediately prior to each and every showing” of their films.

“A video is an instructional medium that is compelling and generates a much greater amount of interest. And the more interested and engaged the viewers are, the more they learn and retain information from the video presentation,” Gabuya stated in his proposed ordinance.

If approved, the Cebu City government will then task the City Treasurer’s Office (CTO) to spearhead enforcement of the ordinance.

The City Environment and Natural Resources Office (CENRO), the Cebu City police and the City Office for Substance Abuse Prevention (COSAP) will produce the videos and supervise the campaign.

Gabuya also recommended penalties ranging from P1,000 or imprisonment of not more than one month, or both, for cinema operators found not complying with the ordinance.

“For the second offense, a fine of P3,000 or imprisonment of not more than three months, or both. For the third offense, a fine of P5,000 or imprisonment of not more than six months,” the proposal said.

Third time violators may also face revocation of their business permit by the mayor’s office.
