Cebu City Council condemns photo of baby with taped mouth

The Cebu City Council voiced their condemnation over the Facebook photos showing a baby’s mouth taped inside a nursery.

In a privilege speech in today’s council session, Councilor Lea Ouano-Japson asked the Cebu Puericulture Center and Maternity House, Inc. to hasten its investigation on the incident.

The mother, Jasmine Badocdoc, took photos of her baby with his mouth taped last May 9. The child’s father, Ryan Noval posted the photos on his Facebook wall which drew public outrage.

Councilor Japson asked the Philippine Nurse’s Association to look into the case. The Philippines is the largest provider of nurses to other countries.

Noval, who attended the session, said the incident exposed to the public the dismal situation of the nursing profession in the country.

He said as a parent he is wiling to cooperate with the hospital and the government on how to help improve the nursing industry.

The council asked the Integrated Bar of the Philippines Cebu chapter to provide legal assistance to Noval’s family should they file a case against the nurse responsible for taping their baby’s mouth shut.
