The north-bound lanes of S. Osmeña Road, from the junction of Gen. Maxilom Avenue to the corner of Juan Luna Street in Cebu City, will be opened to traffic on Wednesday, not Monday as earlier planned.

However, vehicle flow in the area will not yet return to normal as rehabilitation work will start on the inner lane.

The outer portion of the Cebu City-bound lane will remain open.

Baclig Street within the Cebu Port Authority zone will remain open to vehicles entering the port and for those going to and from the Qimonda building which houses courthouses of Cebu City.

The opening of the newly paved road was supposed to be done on Monday, but after inspection by the City Traffic Operations Management (Citom), the date was reset to Wednesday to give time for directional signages to be put up by the contractor WT Construction.

Citom operations chief Joy Tumulak said they will impose a speed limit of 20 to 40 kilometers per hour (kph) on the portion of the road from Pier 4 – Gen. Maxilom Avenue to the corner Juan Luna Street (Radisson Blu).

“Even if the road is already good and cemented, motorists still have to observe the proper speed limit when passing through the area.”

He said that he instructed the contractor to put up concrete traffic barriers at the ends and sides of the cemented portion to prevent vehicles from slipping and falling on the sidewalks.

The concrete portion will be open by Aug. 6, Wednesday, which is a peak traffic day.

Tumulak said this would be a a good day to observe the full impact of the road opening.
