Septage fees for haulers next month

The Cebu City government starts its collection of fees from private waste haulers into Cebu City’s septage plant next month.

Lawyer Jade Ponce, head of the Solid Waste Management Board, said they are considering a fee of P250 per cubic meter of waste disposed at the treatment facility which became operational last June.

With the P250 fee, the city is expected to earn revenues of P50,000 per day for processing 200 tons of wastes. The city government is expected to earn P1.5 million per month.

Revenues could double if City Hall can convince AmCon, which funded the treatment plant to add a second machine.

AmCon, a Japan based company funded the waste treatment facility worth P15 million and will help the city operate the plant in the next two years.

Guidelines

Ponce said the board is finalizing guidelines before they proceed with the actual collection of fees.

“We did not immediately start the collection of fees because we had to first observe operations at the treatment plant,” he said.

Ponce said during the observation period, they allowed four private haulers to dispose wastes for free.

“We just think of it this way, for every truck of wastes treated there is one truck of wastes not disposed into the environment,” Ponce said.

Pending their study on the imposition of fees, Ponce said they already required haulers to start to process their permit application at city hall.

Haulers are also required to only use trucks with powerful suction pumps and hoses.
