A deep dent is visible in the hood of the black Mitsubishi Strada where the vehicle hit a middle-aged couple in Bogo City last Sunday.
The province-owned vehicle used by Capitol security officer Loy Anthony Madrigal was returned yesterday to the Provincial General Services Office (PGSO).
It was parked near the entrance of the Capitol’s executive building. Madrigal had a certain Jayson Catarinin drive the vehicle bearing plate number SJC 600 and leave the car keys with a security guard.
“What’s important is that it was returned. Maybe Madrigal isn’t interested in showing up here,” said Ethel Natera, provincial information officer.
Madrigal, who started a 20-day leave last Monday, was reportedly in his hometown of San Remegio, north Cebu. Property Manager Tess Redoble. Redoble inspected the vehicle’s condition at 2 p.m. and signed an Acknowledgment Receipt of Equipment (ARE).
PGSO chief Jone Siegfred Sepe said Madrigal didn’t notify the office that the vehicle was being sent over so the property manager to acknowledge its return.
Madrigal still has to return a motorcycle and assorted firearms. A white Kia K2700 double cab used by the Civil Security Unit (CSU) for operations is on standby at the Capitol.
Madrigal was earlier directed to return all provincial properties issued to him since he’s on leave. Sepe said only Cebu Gov. Hilario Davide III can impose an ultimatum on Madrigal to return them.
Based on the inventory, Madrigal was issued two shotguns, five .38 caliber revolvers and two 9 mm MP9-A5 units for use of the CSU, Provincial Environment and Natural Resources Office (PENRO) and anti-illegal fishing task force,. In an interview on Wednesday, Madrigal said he would ask permission to hold on to the firearms for now for “self defense” because of threats to his security.
