Toledo City cop chief wants IDs for ‘habal’ drivers

Habal-Habal (motorcycle-for-hire) drivers in Toledo City may soon required to wear identification cards before they are allowed to ply the city’s streets and mountain barangays.

Supt. Ricky Delilis, chief of police of Toledo City, said he made this proposak to the City Council to prevent habal-habal drivers and operators from being used by criminals for their activities.

Delilis said there are also habal-habal drivers who are minors and don’t have a driver’s license.

He said habal-habal drivers who fetch passengers to and from mountain barangays would be most affected by the requirement.

Delilis said he’s also proposing that habal-habal drivers wear a prescribed uniform for easier identification.

Delilis said he will look for sponsors to buy the uniforms for the drivers. He said he will assign a team to monitor compliance of habal-habal drivers if his proposal is enacted into law.

Some habal-habal drivers who requested anonymity said these requirements would only be a burden to them.
