Visitors try to smuggle Nubain in briefs, ice

A male visitor about to enter the Cebu provincial jail was caught trying to smuggle Nubain tucked under his underwear.

Three ampules of the  addictive pain-killer were  found tied around his genitals.

Christian Casinillo of Cordova town  was asked to strip down his underwear as part of a routine inspection about 2:45 p.m. last Saturday.

“When we checked, there was a clinking sound inside his briefs,”  Jail Warden Romeo Manansala told reporters.

After the discovery, Casinillo, who said he came to  visit his friend,  an inmate named Danny Lopez, was taken to the Guadalupe police precinct.

Casinillo was charged with transportation of illegal drugs.

Soon after, two women were  caught trying to smuggle in Nubain in a pack of ice cubes.

The three  visitors were charged yesterday before the Cebu City Prosecutors Office.

Reports of clandestine drug use in the Cebu Provincial and Detention and Rehabilitation Center (CPDRC) have persisted, resulting in off-and-on surprise inspections.

Resty Arsenal, 21, and Jovelyn Daclan, 32, both residents of barangay Bulacao in Cebu City, were caught with six ampules of Nubain inside a pack of ice.

The warden didn’t disclose the name of the inmate that both women were supposed to visit.

No drastic changes

They were held inside the jail overnight and turned over to the Guadalupe police precinct the next morning.

They will also be charged for transportation of illegal drugs.

Each batch of smuggled Nubain was estimated to cost P1,000 in the street.

It would have been sold for more inside the jail.

Despite the apprehensions, Manansala said they won’t make drastic changes in security measures just yet.

Contraband

“If these smugglers have become wiser, then we have become wiser as well,” he said.

At the Cebu City Jail Supt. Johnson Calub, the warden, said  it was impossible for the facility to house luxurious “condominium type” rooms similar to those found in the New Bilibid Prison in Muntinlupa City.

“Sa ingenuity sa tawo mangita gyud na silag paagi nga makapalusot but wa namo na gi-tolerate, nag sige mig inspection (With the ingenuity of certain people, they will find a way to bring in  contraband in city jail. But we will not tolerate it, we conduct regular inspections),” Calub said.

Calub said while there are appliances inside the city jail but they were above board.

“There are  appliances inside the facility but no one questions it. Like the TV set, it’s for public use. But cellphones are banned,” Calub said in Cebuano.
