P1 million worth of emergency gear for each Cebu city barangay

CEBU City’s barangay officials were asked to identify what equipment they would use for rescue, relief and disaster prevention worth P1 million.

City Councilor Dave Tumulak said an P80 million lump sum outlay is available to  buy equipment for each of the city’s 80 barangays in the city’s annual budget this year.

Tumulak, who chairs the Cebu City Disaster Risk Reduction and Management Council (CCDRRMC), said a barangay resolution listing the equipment should be submitted to the Cebu City Development Council (CDC) for approval.

Tumulak said the list should be submitted within the month. Those  who don’t give a list will have their P1 million allocation forfeited.

So far, only barangay Punta Princesa submitted its  list. After the approval of the CDC, the list will be forwarded to the City Council for approval since it is a lump sum appropriation.

A circular issued by the Department of Interior and Local Government (DILG) lists equipment that can be bought using the city’s calamity funds for early warning, preparedness and response.

For flooding, they can purchase  rubber boats with life vests, megaphones with sirens, inflatable rafts or boats, floodlights, rain gauges, breathing apparatus, portable generator sets and life buoys, among others.

Tumulak said the Cebu city government will procure the equipment and distribute them to the barangays.
