THE Cebu Provincial Board (PB) called on the provincial police to investigate last week’s death of a master diver, a suspected victim of dynamite fishing in Daanbantayan town.

The board also passed a resolution strongly urging the Cebu Provincial Police Office (CPPO) to craft a coordinated plan for the capture of persons who manufacture dynamites.

PB Member Sun Shimura, chairman of the committee on public safety, said if the manufacture of dynamite continues in the province, there will always be illegal fishers who will use them.

Dive instructor Al Bernard Coyoca died while diving in Daanbantayan waters on Sept. 30. He was still in full diving gear, except for his face mask, when his body was found.

An autopsy report said his injuries, facial wounds and broken limbs, were consistent with those sustained from a blast.

Police have arrested fisherman Jindo Pepito and confiscated from him bottles believed to contain dynamite.
