Why did cop go with both suspects?

A policeman is in hot water for accompanying a Chinese husband and wife, who turned out to be murder suspects, as they fled the Lighthouse Restaurant right after the Oct. 21 shooting that left two diplomats dead and a third seriously wounded.
PO1 Carl Anthony Lee is under investigation for his action.
Police officers who chased Li Qingliang and his wife Consul Gou Jin, found the policeman with the couple at the Chinese Consular Office in Cebu Business Park, where the couple immediately invoked diplomatic immunity.
Lee of the Fuente police station was on beat patrol on General Maxilom Ave.
After the shooting, as shocked Chinese guests in the birthday party were coming out of the restaurant, a police officer turned over the couple to Lee for safekeeping. At that moment, it was not clear that they were the prime suspects. Lee was reportedly a random choice as he was on the street manning traffic building up at the crime scene.
A spot report of the City Intlligence Branch dated Oct. 21, said the “shooter casually walked out of the restaurant while the wife left behind a firearm on one of the tables.”
“When the responding police officers arrived,they tried to evade arrest by calmly embarking onboard their gray Toyota Vios with plate number KEF 841 and invoking their authority as the Chinse consul, asked PO1 Carl Anthony Lee to escort them away from the crime scene on board the car.”
“Fortunately, before the suspects were able to arrive in the safety of their office, responding police were able to chase them and arrest the duo.” Lee was with them.
From other sources, it was learned that the Criminal Investigation Bureau (CIB) was able to track the car through CCTV traffic video footage.
Cebu Daily News tried to get the side Lee but he refused to issue any comments.
