Outstanding barangay officials awarded

The Cebu Provincial government and the Department of Interior and Local Government (DILG) held the awarding ceremonies last Friday for the annual Ten Outstanding Barangay Officials of the Year (TOBOY) Award.
Vice Gov. Agnes Magpale said she was proud that seven out of eight major awards were given to female barangay officials.
“I am very proud to announce that seven out of eight awardees are women. We can now see that they really are empowered,” she said.
Marietta Bucao of San Isidro, Talisay City and Gloria Sanchez of Poblacion, Liloan bagged the Most Outstanding Punong Barangay in the component city and municipal level, respectively.
Edwin Enerlan of Bulacao, Talisay City and Lourdes Tan of Nasipit, Barili won Most Outstanding Barangay Kagawad in their respective categories.
Cynthia Panares of North Poblacion, Naga City and Jhoan Mongaya of Kawit, Medellin received Most Outstanding Barangay Treasurer awards.
Aileen Salvador of Poblacion III, Carcar City and Tessie Conde of Calape, Daanbantayan were awarded as Most Outstanding Barangay Secretary.
The winners received cash prizes and plaques of recognition.
Liga ng mga Barangay Cebu chapter president and Provincial board member Celestino Martinez III said that the TOBOY Awards aims to recognize barangay officials with exemplary performance.
The award has been divided into two categories: component city level and municipal level.
Martinez said barangay officials should have outstanding public service accomplishments, including community response, to be worthy of the award.
Other finalists for the punong barangay award were Carlito Castañares of Can-asujan, Carcar City; Ronilo Tejero of Baliang, Danao City; Julieto Flores of Patupat, Barili; Ligaya Hortelano of San Vicente, Tabogon; Vivian Batayola of Sillon, Bantayan; Roger Miranda of Talaga, Argao; Rodillo dela Cerna of Putat, Tuburan; Rolando Sultones of Pansoy, Sogod; and Leticia Perpetua of Pajo, Daanbantayan.
Finalists for the barangay kagawad award were Rowel Lanuza of Ocana, Carcar City; Melchor Caputolan of Buliang, Danao City; Ellein Conje of Maya, Daanbantayan; and Maria Elena Ali of Poblacion East, Moalboal.
Finalists for the barangay treasurer award were Rebecca Ferrer of Guadalupe, Carcar City; Perla Caputolan of Baliang, Danao City; Charlene Tomaquin of Cabadiangan, Alcantara; Jacquiline Villacampa of Pooc, Sta. Fe; and Glady Gomez of Agujo, Daanbantayan.
For the barangay secretary award, the finalists were Anita Tejero of Baliang, Danao City; Felipa Salazar of Nasipit, Barili; Delia Sasing of San Vicente, Liloan; and Judith Sambrana of Salagmaya, Alcantara.
The finalists were given certificates of recognition.
Jhoan Mongaya, one of the recipients of the TOBOY award, said it is both a challenge and a source of pride for her.
“Actually, this is another challenge for me to improve more this year,” she said in Cebuano.
Mongaya said that transparency and accountability should go hand in hand especially in setting the financial status of their barangay.
She said barangay treasurers should be able to fully disclose and give an updated financial report.
“As barangay officials, we should go beyond the responsibility, duties and functions to offer our constituents the best services,” she said.
