Mandaue, 3 agencies fail anti-red tape test

THREE government offices and one local government unit in Central Visayas failed the anti-red tape test last year, according to the Civil Service Commission (CSC).

Those that failed, however, underwent Service Delivery Excellence Program of the commission to improve their ratings, said CSC chairperson Alicia dela Rosa-Bala.

Those that underwent the program were the Land Registry Authority (LRA) offices in Mandaue City, Cebu and Tagbilaran City, Bohol; Pag-ibig Home Development Mutual Fund (HMDF) office in Bogo City; and the local government unit of Mandaue City.

After the program, only the LRA in Tagbilaran City failed. The three others improved their ratings, said Bala, who was here yesterday for the three-day Human Resource (HR) symposium.

For the low ratings, Bala cited reasons like the non-posting of the Citizen’s Charter, turnaround time for the delivery of services, non-posting of payment for a license or permit their client had to secure, non-posting of the “No noonbreak” sign, and failure to wage an anti-fixer campaign.

The Anti-Red Tape Act (ARTA) Report Card Survey is a tool used to gather client feedback on frontline government services. Low rates result from a government office’s failure to comply with the provisions of Republic Act 9485 known as Anti-Red Tape Act of 2007 such as the observance of the “No Lunch Break” policy, posting of the Citizen’s Charter, and setting up of the Public Assistance and Complaint’s Desk.

Out of the 65 national government agencies and local government units targeted in 2015, the report card surveys showed 13 had a rating of excellent, 43 were rated good, 5 were deemed acceptable and 4 failed.

The report card survey involves two phases — the initial announced survey which is done by the CSC coordinator and hired researchers and the unannounced or surprise validation survey done by a team of validators from the CSC central office.

Results of the survey influence the country’s ranking in terms of ease in doing business. The country’s rank went down to 102 this year from 96 in 2014 to 2015, Bala said.

The CSC receives around 3,000 complaints every month on the processes and problems encountered in government transactions.

The top four problems are slow process, discourtesy, non-posting of no noon break, and presence of fixers.

The agencies with the most complaints are Land Transportation Office (LTO), Social Security System (SSS), LRA, and Bureau of Internal Revenue (BIR).
