Year 1: Mandaue’s Mayor Ouano gives progress report on campaign promises

MANDAUE CITY, Cebu — A year after winning the May 2025 elections, Mandaue City Mayor Thadeo Jovito Ouano said that several projects promised during the campaign are now in different stages of planning and implementation.
In an interview on Tuesday, May 12, Ouano said that the city government has completed the budget for medicines in all barangay health centers in Mandaue City.
The medicines cover essential outpatient needs, including maintenance drugs for hypertension and diabetes, as well as medicines for fever, pain relief, and antibiotics for both adults and children.
Ouano, who won the May 12, 2025 election and assumed office on July 1, 2025, also reported progress on major infrastructure projects.
Hospital among Mandaue Mayor Ouano’s pledges
He said that the project team has completed the detailed engineering designs for the planned modern Mandaue City Hospital and the Mandaue City College building.
Both projects are expected to move into the construction phase within the year.
According to the mayor, the Department of Public Works and Highways (DPWH) will implement both projects. These are funded through national government allocations.

The national government has allocated ₱415 million for the hospital and ₱450 million for the college under the General Appropriations Act.
Coming up: Park improvement, streetlights
Ouano also said that the city’s beautification efforts will continue.
Planned projects include the improvement of Pajara Park beneath the Marcelo Fernan Bridge, now with a ₱65-million allocation. The list also includes the ₱14-million upgrade of Ouano Avenue and the ₱16-million improvement of UN Avenue.
Authorities will install additional streetlights along both sides of Ouano Avenue to improve visibility and safety for motorists and pedestrians at night, the mayor said.

The city will also continue distributing Noche Buena gift packs to families in Mandaue during the Christmas season.
Mandaue’s Mayor Ouano seeks PPP opportunities
Ouano expressed gratitude to Mandaue residents for the mandate they have given him. He thanked the City Council led by Vice Mayor Glenn Bercede, barangay officials, and Rep. Emmarie Ouano-Dizon, his sister, for their support.
Mayor Ouano also said that the local government is studying possible public-private partnership arrangements involving some government properties. Mandaue City is preparing to service the ₱3-billion loan it used for the construction of the Mandaue City Government Center.
However, the proposed sports oval project may not push through for now. The mayor cited additional engineering requirements and funding limitations.
He explained that the City has spent around ₱200 million to develop the site.
Further works estimated at ₱300 million need to get done before construction can begin. These include dewatering and sheet piling. But the City has earmarked its available funds for other priority projects.
