A new van that serves as a school bus in southern Cebu was apprehended by Land Transportation Franchising and Regulatory Board in Central Visayas (LTFRB-7) on Monday morning since it was operating without a permit.

The van will be impounded while the owner will also pay P200,000 as penalty under Joint Administrative Order (JAO) 2014-01.

Ahmed Cuizon, LTFRB-7 director, said in his Facebook post, the owner bought the vehicle through a bank loan but failed to apply for a permit to use the vehicle as a school bus.

“But the van didn’t have to operate illegally since franchise applications for school transport at LTFRB is open. Unlike other modes of public transport like buses, taxis and PUJs whose franchises are covered by a long-standing moratorium, school transport franchises remain open, hence investors are welcome to file applications at LTFRB,” Cuizon added on his Facebook post.
