WHILE some motorcycle-for-hire or habal-habal drivers in Cebu City have already organized themselves, Cebu City Mayor Tomas Osmeña said there is still a need to establish real terminals for them.
A habal-habal drivers group met with the mayor yesterday morning.
Delfin Adolfo of the Cebu City and Mountain Barangays Habal-Habal Drivers Association (Cemobahada), said that there are already established terminals in the different barangays in the city.
“We organized ourselves so that we can have a terminal. That is included in our plan to have designated terminals. We continue to designate areas in the barangays, which are like a garage along the roads as terminals,” Adolfo told reporters in Cebuano.
The association, he said, is composed of five different groups of drivers and currently has 1,319 members.
But instead of calling these as terminals, Osmeña said the areas identified by the association are merely “standby areas.”
“They all meet in a certain area but there’s nothing formal. This one (our proposal) is more formal. What we’re thinking about is that they have to be approved by an organization and we will teach the senior citizens community to be the one to manage. All they have to do is monitor and to collect the fees. At least, they have something to do,” Osmeña said.
He earlier identified an area near JY Square in Barangay Lahug as a pilot area for the establishment of a formal terminal for habal-habal drivers.\
