Mandaue City mayor Luigi Quisumbing
Mandaue City Mayor Gabriel Luis Quisumbing announced in his State of the City Address (Soca) his administration’s accomplishments and upcoming projects in his first 100 days in office.
He recalled that on his first day as mayor, he was stuck in heavy traffic due to heavy downpour that caused massive flooding.
The situation strengthened his resolve to come up with solutions to address the problem of flooding.
Quisumbing announced that they are now in the preparation process for the drainage, transport and traffic master plan.
“We intend this master plan to guide our infrastructure spending for years to come, given budgetary limitations. This will ensure that any expenditure by the government for flood control or road repair and improvement will have an end goal in mind,” he said.
Traffic enforcers issued over 25,000 citations in the last three months.
Furthermore, the city is taking aggressive steps in addressing public transport overloading, trip cutting and illegal parking. The city also executed a memorandum of agreement with the Philippine National Police to allow traffic enforcers to sketch vehicular accidents to minimize traffic disruption time.
In addition, the city is finalizing the hiring of 50 traffic enforcers by the end of the year. The city also resorted to modern technology in apprehending traffic violators through the automated No Contact Traffic Violation Apprehension Policy. Moreover, the city is planning to install electronic billboards in key areas to remind motorists and the general public of traffic rerouting in case of traffic snarls and flooding.
The city will also be acquiring an amphibious dredger to clear out waterways before the year ends.
The City Environment and Natural Resources Office is revitalizing the Eco Wardens program to enforce the anti-littering ordinance and plastic ban.
The city is also relocating illegal settlers along the waterways. The fire victims in Barangays Guizo and Mandaue who are temporarily staying at the CICC grounds will return to the site once the reblocking is completed.
The mayor also announced that Mandaue City and Cebu Province have agreed to the terms for the purchase of Cebu International Convention Center (CICC).
The Mandaue City Plaza will have a facelift for the city to have a public green space. The fountain in front of the City Hall will also be reconstructed.
The city is also acquiring 20 rifles, bulletproof vests, Swat vehicles, as well as other tactical and office equipment for the Mandaue City Police Office. The MCPO personnel will be made to undergo training on bomb detection.
The city will be upgrading streetlights to Led lights. The release of salaries for the city’s regular employees will be done every 15 days while job order employees will receive theirs on a monthly basis.
For the environment, Mandaue City is finalizing the Mangrove Protection and Enhancement Plan, the Environment Monitoring Management Plan, the Safe Dumpsite Closure Plan, as well as the continuing commitment to the Green Building Plan.
