CEBU Gov. Hilario Davide III assured that Cebu Provincial Detention and Rehabilitation Center (CPDRC) is still under tight security and safe for inmates who are considered as high profile inmates.

Despite the absence of an assistant jail warden in the facility, Davide said that operations in CPDRC especially the security management is still tight and high.

“Naa man tay mga police diha. Kahibalo nana sila what to do. Strikto man gyud na sila kung unsay buhaton diha (We have police there securing the facility. They are strictly implementing rules inside the jail),” Davide said.

The provincial government asked the help of Philippine National Police (PNP)-Provincial Public Safety Company (PPSC) to augment security in CPDRC after issues of jail guards concealing inmates, and millions worth of drugs were confiscated inside CPDRC during a greyhound operation last August.

Davide added that even other government agencies who would want to enter CPDRC would need to coordinate with the provincial government.

Davide commented on what happened on the operation of Criminal Investigation and Detection Group (CIDG) 8 which killed Albuera Mayor Rolando Espinosa Sr., saying that even CIDG needs approval before entering the facility.

“Not just anybody can enter there (CPDRC). If mosulod ang CIDG, well of course they have to tell us unsa ilahang purpose there. We cannot let just anybody in (If the CIDG wants to enter CPDRC, well of course they have to tell us what’s their purpose in entering the jail),” Davide said.

He said if the CIDG wants to implement a search warrant, then they have to ask permission and coordination with Capitol since he is the acting jail warden.
