CHARGES of falsification of public documents and disobedience will be filed against a woman who presented a fake marriage certificate to jail personnel during a visit to inmate Joavan Fernandez yesterday.

A water test done on what Virgie Desuyo claimed was a marriage certificate at the Cebu Provincial Detention and Rehabilitation Center (CPDRC) showed that the paper was flimsy and discolored.
The 33-year-old Desuyo was visiting Joavan Fernandez, son of former Talisay City mayor Socrates Fernandez, when the document she presented was examined by PO1 Mark Henry Vertudazo of the Provincial Public Safety Company (PPSC).

A notice signed by acting CPDRC warden Dr. Gil Macato required all visiting wives and husbands to show proof of marriage before they are allowed entry into the jail facility’s conjugal area.

Vertudazo said they arrested Desuyo and sent the document to the PNP crime lab for further authentication.

Those who fail to show proof of marriage will be denied entry into the conjugal room and will be allowed only in the visitor’s area.

Desuyo said she had been visiting Joavan for three years now and she was irked by the guards questioning her relationship to him.

But Desuyo declined to answer if she was Joavan’s wife, claiming only that she was manhandled by Vertudazo.

A review of the closed-circuit television (CCTV) footage showed that Desuyo hit Vertudazo with an envelope.
