Cebu Vice Governor Agnes Magpale expressed disapproval over the plan of the Department of Health’s (DOH) to distribute condoms in schools saying this act will only encourage promiscuity among the youth.
“No (I don’t agree). I am worried it will encourage promiscuity. I hope dili na madayon (I hope that plan will not push through),” said Magpale in an interview at the Cebu Provincial Capitol on Monday morning.
DOH earlier announced its plan to distribute condoms in schools during a press conference for the World AIDS Day 2016 on December 1.
Health Secretary Paulyn Ubial said that as soon as they ‘thresh out the strategy with the Department of Education (DepEd)’ and after proper counseling has been provided to the students, they will start distributing the condoms.
“You talk to the child as if you’re discussing any topic under the sun. Be factual. Don’t beat around the bush. Don’t even use analogy. Just go straight to the point. I think that has been proven in many other countries. That’s the way to inform the youth,” Ubial said during the press conference.
Magpale said that she understands that sex education should be started early especially ‘given the time today.’ However, she disagreed with giving out condoms in schools.
