Merrier Christmas for prov’l workers

It will be double the Christmas joy for some 1,500 Cebu Provincial Capitol employees as they are set to receive two types of bonuses before December ends.

Provincial Budget Officer Danilo Rodas said Capitol employees will each receive their productivity enhancement incentive (PEI) bonus and their collective negotiation agreement (CNA) incentive this month.

For their PEI, employees will receive P5,000 each, while CNA incentives would depend on the savings of the provincial Capitol, which, for this year, were still being computed, Rodas said.
The CNA incentive is given as a result of savings made due to cost-cutting measures and systems improvements of the province, while PEI, as mandated by law, is part of government’s performance-based incentive system that has been adopted since the administration of former president Benigno “Noynoy”Aquino III.
All casual and regular employees, as well as the 19 elected officials of the province, will receive the PEI and CNA.
The Department of Budget and Management (DBM) is slated to release its guidelines for the distribution of the PEIs this week, while it had, in an earlier directive, told the Provincial Capitol that CNA incentives should be released only in December.
Last August, Capitol gave out belated CNA incentives to its employees, as it failed to release CNA bonuses on time last December 2015.
The CNA and PEI bonuses, scheduled for release after December 15, will exclude job order employees.
“Giklaro man sad jud sa DBM nga basta wala’y employer-employee relationship, dili sila maka-enjoy sa benefits (The DBM has made it clear that if there is no employer-employee relationship, then they cannot enjoy benefits),” Rodas said.
