With Christmas day just around the corner, there is all the more reason for the 1,463 employees of the Cebu Provincial Capitol to celebrate as the funds for their incentives totaling up to P25,000 each has been approved by the 14th Sangguniang Panlalawigan during its last regular session for this year on Monday.
The approved ordinance authorized the supplemental budget of P36.2 million of the 2016 general fund, which would be used for the grant of the collective negotiation agreement (CNA) incentive as well as other urgently needed projects for the efficient delivery of basic services, including P8.3 million which will be used for the operations of hospitals and P1 million allocated for the Cebu South Bus Terminal (CSBT).
With the budget for their incentives all set, all regular and casual employees of the Capitol who are employed as of December 15 will receive a productivity enhancement incentive (PEI) in the amount of P5,000 each and a CNA incentive in the amount of P20,000, on top of their 13th month pay.
CNA incentive is given as a result of the savings made from the cost-cutting measures and systems improvements of the province.
Meanwhile, PEI as mandated by law, is given to qualified personnel of agencies that meet certain conditions.
PEI is a part of the government’s performance-based incentive system that the government has adopted since the administration of former President Benigno Aquino III.
All elected officials are also entitled to receive the benefits but job order workers are not included.
In a previous interview, Provincial Budget Officer Danilo Rodas said that once the Provincial Board approves the supplemental budget, their target date for the release of the incentives would be on Friday, Dec. 23.
