A tropical depression was spotted outside the Philippine Area of Responsibility off Ilocos Sur Sunday afternoon, according to the state weather bureau.
In its 24-hour public weather forecast issued at 5 p.m., Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the center of the tropical depression was spotted around 4 p.m. at 415 kilometers west of Sinait, Ilocos Sur.
It has maximum sustained winds of 55 kilometers per hour near the center and gustiness of up to 65 kph.
The tropical depression is forecast to move north northwest at 13 kph.
Pagasa warned of cloudy skies with light to moderate rains and thunderstorms over Pangasinan, Zambales and Bataan, and partly cloudy to cloudy skies with isolated rainshowers or thunderstorms over Metro Manila and the rest of the country.
