The Environmental Management Bureau in Central Visayas (EMB-7) will release approximately P15 million to eight municipalities in the region for the closure and rehabilitation of their open and controlled dumpsites.
The funds will be used to implement each municipality’s ten-year Safe Closure and Rehabilitation Plan (SCRP).
In Cebu, the municipalities of Carmen, Madridejos, Santa Fe, Medellin and San Remigio will receive P940,000 each.
Larena and San Juan in Siquijor Province will receive P1.7 million and P1.2 million, respectively, while Tagbilaran City in Bohol will be given P 7.2 million.
EMB-7 Director William Cuñado said that the budget is already set for release.
Cuñado said that their office is just waiting for the pertinent documents from the recipient municipalities before they can release the funds.
Madridejos, Medellin, San Remigio and Larena only lack a resolution from their respective municipal council committing to overseeing the implementation of the closure.
Meanwhile, Sta. Fe still needs to come up with its ten-year SCRP and the corresponding resolution.
In April, EMB-7 conducted a workshop on the finalization of the ten-year Solid Waste Management and SCRP for local government units (LGUs) in Cebu.
This was participated by Mandaue City and the municipalities of Balamban, Bantayan, Catmon, Compostela, Daanbantayan, Minglanilla, Poro, Sta. Fe, Tabogon and Tuburan.
In 2006, the Department of Environment and Natural Resources (DENR) issued Administrative Order no. 09 which disallowed the establishment and operation of open dumpsites.
The same order also set the guidelines for the proper closure and rehabilitation of the open and controlled dumpsite facilities to adequately address and mitigate their possible impact on the environment.
According to Cuñado, the projects were part of their efforts for Ecological Solid Waste Management compliance of each LGU.
Cuñado said that they have also deployed 17 Solid Waste Education and Enforcement (SWEE) personnel to monitor if the LGUs have proper solid waste management programs.
