Cebu Gov. Hilario Davide III advised local officials in the province to first read and study the draft of the proposed federal Constitution before deciding on either supporting or rejecting it.
Davide, who attended last Friday’s forum organized by the Consultative Committee (ConCom), voiced his reservations to the proposed amendments of the 1987 Constitution.
“I am still having second thoughts on federalism but give me a chance,” he said. The governor’s father, former Supreme Court chief justice Hilario Davide Jr. also opposed moves to amend the Charter and shift to a federal form of government.
The elder Davide said this would among other things, entail a bigger budget and additional layer of bureaucracy in the government.
