Cebu-based militant student groups held a picket at the Commission on Higher Education (CHED) regional office to question the return service policy reportedly implemented by state universities and colleges.

“When you say free education, that should be given to all students without asking in return because that is a right,” said Decelle Suarez, convenor of the Rise For Education (R4E).

Suarez said the University of the Philippines (UP), one of those accredited in the free tuition program, recently briefed its freshmen students on the return service policy in which those availing of free tuition are required to render service to the school upon graduation.

The militant Kabataan Partylist, Anakbyan and R4E called for non-conditional free tuition in all state schools as well as the abolition of the K-12 system.
