Cebu Gov. Hilario Davide III hired more than 25 consultants to head some of the provincial government’s line departments and oversee various projects
The governor’s uncle, Romulo Davide, continues to serve as a one peso-a-year consultant for agriculture and food security programs.
Davide, a 2012 Ramon Magsaysay awardee, leads the implementation of the province’s Farmer Scientists Training Program (FSTP) which he set up during the administration of former Cebu governor and now 3rd District Rep. Gwendolyn Garcia.
Under the program, scientists are teamed up with farmers who are taught modern agricultural techniques for better crop production.
Last month, the Cebu Provincial Board (PB) gave Davide authority to enter and renew the consultancy contracts under his office.
Vacant
The appointment of the consultants will be effective for six months from January 1 until June 30 this year.
Among those whose contracts were renewed are: Task Force Paglig-on head Baltazar Tribunalo and Rodrigo Lachica. Both are involved in the province’s post-Yolanda rehabilitation efforts in northern Cebu.
Earlier, Davide announced that Tribunalo will act as the province’s Disaster Risk Reduction and Management Officer (DRRMO).
Davide also signed the contract of Tribunalo’s assistant in the task force, Carmel Ulanday.
One of the newly-hired consultants, Jone Siegfred Sepe, will act as officer-in-charge of the Provincial General Services Office (PGSO) after the position was left vacant due to the retirement of former head, Eva Encabo.
Records
Former Provincial Administrator Eduardo Habin also remains as a consultant for administration and budgeting.
Other consultants who head Capitol’s departments are Mathea Baguia for Public Employment Service Office (Peso) and Marco Torral as manager of the Cebu Provincial Detention and Rehabilitation Center (CPDRC).
Based on records from the office of the Provincial Secretary, each consultant gets a salary of P26,000 per month except for the P1-a-year consultant like Davide.
Aside from the Office of the Governor, members of the Cebu Provincial Board are also entitled to hire a consultant.
