Engineer, environmentalist and politician Nestor Archival is the richest elected official of Cebu City based on his self-declared assets.
Councilor Archival, whose green advocacy led to his building an ecological-friendly house that is a showcase in Talamban, reported a net worth of P18.4 million in his 2013 Statement of Assets, Liabilities, and Net worth (SALN) submitted to the Office of the Ombudsman in the Visayas. Archival is one of two north district representatives in the City Council.
Only two council members are not millionaires. Alvin Dizon declared a net worth of P875,000, while David Tumulak is the ‘poorest’ with P552,000.
Archival, an electrical engineer, owns eight residential lots lin Ginatilan town, Mandaue City, and different parts of Cebu City, including his Eco House in Talamban.
Except for one lot which was inherited, Archival’s real properties, valued at almost P9 million, were bought with cash or by installment.
Archival’s total assets reached P18,475,681, including savings and personal properties (P6 million), and accounts receivable (P3.5 million).
He declared payables of P500,000.
Archival is also finance manager of his company NA Systems Inc. which provides electrical services and is connected with NGA Development Corp. in Lapu-Lapu City.
Archival has one brother in government service, Talamban Councilor Nelson Archival.
Councilor Mary Ann De Los Santos declared the second largest net worth of P11.7 million. She’s followed by Vice Mayor Edgardo Labella (P11.4 million), councilors James Anthony Cuenco (P10.9 million), Gerardo Carillo (P9.7 million), Eugenio Gabuya Jr. (P7.6 million), Margarita Osmeña (P6.6 million), Lea Japson (P5.3 million), Nida Cabrera (P5.2 million), Mayor Michael Rama (P4.4 million), councilors Alvin Arcilla (P4.2 million), Noel Wenceslao (P2.1 million), Richard Osmeña (P1.5 million).
Mayor Michael Rama recorded a slight increase in his wealth from P4.3 million in 2012 to P4.4 million last year. The Honda motorcycle, which he declared in his previous SALN worth P500,000 and his lone vehicle is no longer reflected in his 2013 SALN.
Although he is no longer in government service, former Cebu City mayor Tomas Osmena submitted a SALN. His wife Margarita, a councilor, used the SALN of her husband.
According to their joint statement, the Osmena couple’s net worth was P6.6 million as of Dec. 31, 2013 or slightly higher than the P5.1 million they declared in 2012.
Vice Mayor Edgardo Labella is the third richest elected official in Cebu City with over P11.4 million.
His assets include seven residential and four agricultural lots bought since 1983 for a total value of P12.5 million.
Public officials are required to submit their SALN every year under Republic Act 3019 or the Anti-graft and Corrupt Practices Act and Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
