Cebu Province eases quarantine restrictions for APORs

 CEBU CITY, Philippines—The Cebu Provincial Government will be easing restrictions for Authorized Persons Outside of Residence (APORs) and non-APORs planning to visit the province. 

This after Governor Gwendolyn Garcia signed Executive Order (EO) No. 9, allowing APORs unimpeded travel to localities in the province. 

“There is a need to ease the restrictions imposed upon persons intending to enter Cebu,” the EO said.

Garcia issued the new EO on February 9, 2021. 

“APOR shall be allowed unimpeded travel to the Province of Cebu, and shall not be required to undergo mandatory testing or quarantine protocols of the local government unit (LGU) of destination,” portions of the three-page order read. 

However, APORs are still required to present valid identification card from the respective agencies, a certified true copy of a travel authority or order issued by the designated official, and to pass symptoms checking or screening at the ports upon arrival. 

The Capitol also ordered APORs to continue in strictly complying with existing minimum health standards. 

Non-APORs, on the other hand, will be required to present a valid medical certificate. But like APORs, they too, needed to pass symptoms checking at ports before granted entry. 

Garcia’s new EO, however, does not apply to Overseas Filipino Workers (OFWs). 

Earlier, Garcia slammed government workers misrepresenting her and the Capitol in order to compel passengers arriving at the Mactan Cebu International Airport (MCIA) to present a Letter of Acceptance (LOA) before they will be allowed entry here.
