An affair exposed online and a vehicular accident later, Capitol security consultant Loy Anthony Madrigal tendered his resignation letter to Cebu Gov. Hilario Davide III today.

His secretary Iris Plasquita Camello, whom he allegedly had an affair with also sent her resignation letter. Both of them sent their letters through an emissary and has not been to the Capitol since the issue broke.

Medellin municipal Mayor Ricky Ramirez posted last July 9 an intimate photo of the two while waiting for a plane ride to Cebu at the Ninoy Aquino International Airport (NAIA).

Madrigal refused to comment on the photos even after the governor asked him to resign, citing as grounds a Civil Service Commission law that prohibits a superior in government office from engaging in a romantic relationship with his or her subordinate.

The Capitol’s Committee on Discipline and Investigation (CODI) started its investigation on Madrigal after he figured in a vehicular accident in Bogo City last Sunday.

His speeding panel truck collided with a motorcycle, killing a middle-aged golf course worker and wounding his wife.

Despite his resignation, Madrigal refused to return the high-powered firearms issued to him saying he needs it for protection against the threats he received from illegal fishers.

Tolentino said Madrigal’s resignation clears him of “all administrative cases” filed against him.  “His rumored relationship with his secretary will now become a private issue,” Tolentino said.
