Davide still trusts warden, consultant despite drug issues

The management of the Cebu Provincial Detention and Rehabilitation Center (CPDRC) expressed their support for Capitol jail consultant Marco Toral amid allegations linking him to drug smuggling in the facility.

Six employees including Provincial Warden Romeo Manansala asked Cebu Gov. Hilario Davide III to retain Toral citing the reforms that he has implemented in the provincial jail.

They also sent results of Toral’s performance evaluation which “were all positive responses,” said Davide.

“We prefer to keep ….Toral in our lightest esteem, believing that he meant well, and is just another good person who is a victim of character assassination,” stated the letter dated Sept. 24.

Davide reiterated his “full confidence and support” in Toral and the warden. He said Toral, who comes from a well-off family, has made personal sacrifices for a “job he does not need.”

Davide yesterday met with Toral, Manansala and Supt. Rodolfo Albotra of the Provincial Intelligence Branch (PIB) in the Governor’s Office.

Toral and Manansala were recently in hot water over an anonymous letter sent to the governor which said both officials connived to facilitate the entry of illegal drugs and liquor in the jail.

The identity of the letter sender was never traced.
