No parking is allowed on national roads but the rule is violated in many parts of Metro Cebu.
In Cebu City, Magallanes St. and Fuente Osmena Circle are being used as pay-parking areas of the city government.
Regional Director Ador Canlas of the Department of Public Works and Highways (DPWH) reminded local governments to prohibit this because it worsens traffic congestion.
“This is an enforcement concern already,” Canlas said.
He urged Metro Cebu LGUs to repeal ordinances that allow cities to charge parking fees on national roads.
Only DPWH has authority over national roads based on Presidential Decree 17 or the Philippine Highway Act.
So far only the Lapu-Lapu City government has repealed its pay-parking ordinance.
“We have endorsed this concern to the Office of the Solicitor General (OSG) for appropriate action and filing of cases,” said DPWH Regional Legal Officer Brando Ray Raya.
Canlas cited V. Rama Ave. where there are carwash shops that services vehicles parked along the national road.
