Even after his resignation as Capitol’s head security officer, controversy seems to haunt Loy Anthony Madrigal.
A local supplier has demanded payment from the Cebu Provincial government for the purchase of ammunition amounting to P51,665 intended for the Capitol’s Civil Security Unit (CSU) and the province’s anti-illegal fishing task force.
The transaction was done by Madrigal in July this year or just a few months before his resignation last Sept. 18.
However, Cebu Gov. Hilario Davide III said the province will not pay the collectible since he did not sign the purchase request for the transaction.
In an interview yesterday, the governor said APL Trading should collect the payment from Madrigal, who is currently serving as the Bantay Dagat consultant of Talisay City.
Davide showed reporters a copy of the purchase request prepared by Madrigal. The document did not bear the governor’s signature.
“He (Madrigal) must pay that. That’s his personal liability. He bought those ammunition without approval from me,” he told reporters.
