As the newly designated officer-in-charge of the Cebu City Police Office(CCPO), Senior Supt. Conrado Capa should prioritize the conduct of more checkpoints to deter the occurrence of crimes in the city.
This was the order of the Police Regional Office (PRO-7) director, Chief Supt. Prudencio Banas.
More crimes against property are expected to happen during Christmas season.
Bañas admitted that based on their validation, some police precincts are not conducting enough checkpoints.
Bañas chose Capa to be the caretaker of CCPO in addition to his duties as deputy director for operations because he believes Capa can improve the performance of the city police.
Capa, for his part, assured that he will be a hands-on superior.
“I expect them to do better as they should because I will supervise them,” Capa said.
He added he will reassess CCPO’s strategies and do some fine tuning to make these more effective in the fight against criminality.
Bañas said the new permanent city director may be named early next year.
“We’ll submit to him (Mayor Michael Rama) five names and it depends on him to choose from the list. The mayor is very rational. In fact, he told me he didn’t personally know (Senior Supt. Noli) Romana and he just based his choice on the files that was provided to him,” Bañas said.
Romana was Rama’s choice to be the city director and he insisted on this despite the disapproval of then PRO-7 regional director Marcelo Garbo.
In accordance with the provisions of Republic Act 6975 or the Department of Interior and Local Government Act of 1990, city and municipal mayors are given the “authority to choose the chief of police from a list of five eligible officers recommended by the provincial police director, preferably from the same province, city or municipality”.
Romana was reassigned to Camp Crame after serving for more than a year as CCPO director. The order was signed by Garbo who is the chief of the PNP Directorial Staff.
Rama said he is not going to hold on to Romana saying he will not block the officer’s promotion to a higher post in the PNP headquarters.
