Almost six weeks into his post, Victor Caindec confirmed yesterday that he is stepping down as executive director of the Cebu City Traffic Operations Management (Citom).

He said he was returning to the corporate world but would continue to serve on the Citom board as a private sector representative.

“He will still be part of Team Rama because he’s a bright boy,” said Cebu City Mayor Michael Rama.

“He made significant contributions to easing traffic.”

It was not immediately clear whether the decision to step down was related to yesterday’s sudden Citom road closures in the North Reclamation Area, which angered many motorists.

Lawyer Rafael Yap will reassume the post as Citom chief at the same time oversee implementation of Cebu City’s Bus Rapid Transit (BRT) project.

“I still have my commitment to the mayor and Citom board. They still want me to continue to be a part of Citom. I will still be part of pursuing the reforms they wanted me to do,” Caindec told Cebu Daily News.

Rama appointed Caindec last Dec. 15, 2014 and reassigned Yap as pointman of the World Bank-funded  BRT project implementation.

Looking back, Caindec said Citom was able to implement  “stopgap” measures  under his brief watch such as a performance reporting system for personnel.

With the daily reporting system, they hope to come up with data on the number of road accidents, citations issued by their enforcers, personnel on field, and adjudication requests made among others.

The recording and rating system will be tested in the next four weeks and will give an idea on how Citom personnel perform.

The same data will be used to answer concerns raised against unauthorized habal habal (motorcycle for hire) and trisikad (motorized tricycle) operations for example.

Caindec said the Citom recording system will consolidate all traffic-related  apprehensions made.

“This will change their perspective and make them conscious with what they’re doing,” Caindec said.

Caindec said since the Citom recording system is covered by a Citom board resolution approved during their meeting last Thursday, this will have to be implemented by the next Citom executive director.
