Councilors want details of post-Yolanda projects

Five councilors in the Daanbantayan municipal council want a detailed plan on each of the projects proposed by Mayor Augusto Corro for funding under the World Bank’s Strategic Local Development and Investment Project (S2LDIP).

Daanbantayan municipal councilors Rex Novabos, Bregitte Tancawan, Samuel Moralde, Jupiter Rosell and Juanito Ybanez claimed that each of the projects proposed by Corro lacked specific program of works.

“We can´t also finish all the projects by April 2016 as being set by the World Bank. For example on the drainage project, we asked the engineer assigned to it if they can finish it by 2016. He said no. So do you think unfinished project will solve the flooding?,¨ Novabos told reporters in yesterday’s 888 News Forum.

Corro sought P885 million to fund post-Yolanda rehabilitation projects under the S2LDIP.

The World Bank allocated $250 million for these projects.

Total cost
Daanbantayan is one of the towns hard hit by Yolanda in northern Cebu.

Novabos said it’s better to build relocation sites for their constituents who live in danger zones.

Aside from a P495 million drainage system, other projects proposed by Corro include P205 million for the relocation of municipal building, P70 million for the solid waste management program and P55 million for heavy equipment.

About P25 million will fund the modernization of a rural health unit, P20 million for a wet market, P5 million for the rehabilitation of the bus terminal, P5 million for a storage facility and P5 million for water treatment facilities.

Unfair
The local government only needs to provide a 10 percent counterpart for the total cost of the proposed projects.

Daanbantayan will have to put up P88.5 million as counterpart fund which is payable for 10 years.

Moralde also questioned if there was really a letter from the World Bank on the P885 million loan.

¨We are not being consulted on the projects and that is unfair,¨ Moralde said. He said the council is ready to sit down with Cebu Gov. Hilario Davide III to discuss the matter.

Corro personally delivered a letter to Governor Davide asking him to endorse the P885 million worth of projects to the World Bank in last Friday’s courtesy visit at the Capitol.
