CEBU CITY, Philippines – A complaint for qualified sexual assault was filed on Friday, September 1, 2023, against a 32 year-old man, who was accused of sexually abusing his nine-year-old daughter in Argao, Cebu.
According to Police Chief Master Sergeant Vivian Tamayo, chief investigator of the Women and Children Protection Desk (WCPD) of the Argao Police Station, the father confessed that he was tempted to sexually abuse his daughter every time that he would watch porn.

Tempted after watching porn
“Natintal siya kay tungod sige siya tan-aw og porn,” Tamayo told CDN Digital in a phone interview.
(He was tempted to do what he did because he always watched porn.)
Based on the girl’s claims, her father had been abusing her for over two years now or since she was just seven-years-old.
Tamayo said that the girl finally found the courage to talk to her mother when her father again abused her on Sunday, August 27.

Qualified sexual assault charge
A qualified sexual assault charge was filed against the father at the Argao Prosecutor’s Office on Friday with the victim’s 33-year-old mother acting as the complainant.
Tamayo said they filed a complaint for qualified sexual assault instead of rape because there was no penetration involved. Based on the girl’s claims, her father would allegedly touch her sex organ with his fingers and have his genital touch her anus.
The child’s medical examination did not also show signs of scarring and laceration on her sex organ.

Sexual Abuse
According to Tamayo, the girl’s mother visited the police station on August 30 to accuse her common-law partner of sexually abusing their nine-year-old daughter.
The girl, a Grade 4 pupil, had told her mother that her father had abused her again last August 27 when they were left alone in their home. Her mother was at the town proper, when it happened, to purchase school supplies.
According to the girl, her father had told her brothers, aged 7 and 4, to play outside of their house so they could be alone.
Father abused her for two years
During their investigation, Tamayo said that the girl told the police that her father had been abusing her for two years now.
Based on her recollection, the girl claimed that she was abused at least five times when she was in Grade 2 and six times when she was in Grade 3.
And while her father abused her, he would also masturbate in front of her.
“Iyang giingnan iyang papa, sakit lagi kuno. Giingnan ra man daw siya nga agwantaha lang kay lami kaayo,” Tamayo said.

Father threatened her
Tamayo said that the girl was afraid to tell her mother because her father had threatened to beat her if she would.
“Giingnan pud siya nga kung magsaba ka, ikaw ang hinungdan nga mag-away mis imong mama,” Tamayo added.
(She also told her that if she will tell about what he did to her, then she would be the cause of him and her mother fighting.)
Hot pursuit operation
Tamayo said the mother visited the Argao Police Station last August 30 after her common-law partner, who is a laborer, left for work.
Argao police immediately launched a hot pursuit operation and arrested the suspect at his work area that was located in the next barangay.
The girl was also brought to the Pink Room of the Vicente Sotto Memorial Medical Center on Thursday, August 31, for a medical examination.
As of this writing, the suspect remains at the detention facility of the Argao Police Station while the girl is undergoing assessment by the Department of Social Welfare and Development (DSWD). She was also scheduled to undergo psychological examination to determine the extent of the trauma that she suffered. / dcb
