About 250 kilos of assorted fish including three juvenile sharks were seized from two commercial fishing boats off Kinatarkan Island in Sta. Fe town, northern Cebu last Wednesday.
The fishing boats AC and JSV 2 were found conducting “hulbot-hulbot”, an illegal fishing method using a fine-mesh net within municipal waters.

The AC fishing boat is owned by Romeo Villaceran, barangay captain of Tabagak, Madridejos town in Bantayan. The JSV 2 is owned by engineer Julius
Villaceran. The boat captain of the AC fishing vessel is Romeo’s brother, Donato, while JSV 2’s skipper was Rogelio Forrosuelo, a councilman in Tabagak.
The incident was reported by Loy Madrigal, head of the Guardian of the Seas, who went to the police station. Madrigal said Villaceran and his crew were repeat offenders who had been apprehended last year when he was Capitol security consultant.
