The Prevention, Restoration, Order, Beautification and Enhancement (PROBE) team filed charges against two ambulant vendors whom they apprehended during clearing operations at Natalio Bacalso Avenue last Wednesday.
Rocelyn Tanguilan, spokesperson of the United Small Vendors of Cebu City (USVCC), was caught with her younger sister, Remafe, after they tried to stop PROBE members from dismantling her stall.
The City Council earlier urged the PROBE not to press charges against the two women.

But Windell Cenas, acting PROBE chief, said they already filed the charges before learning of the council’s request.
He said Wednesday’s incident was the third time that the vendors bit a PROBE member during a clearing operation.
Cenas said the two women insisted that their stay at the area is legal.
“But they have to be reminded that the sidewalk there is frequented by commuters heading to South Bus Terminal,” Cenas said.
