City Council defers P3.32 budget

Cebu City Hall employees may have to wait  longer for the release of their bonus.

The opposition bloc in the City council yesterday  deferred action on the P3.32-billion Supplemental Budget 1 that includes a P77-million outlay for the employees’ Productivity Enhancement Incentive (PEI).

Councilor Margot Osmeña  said in yesterday’s session that it would be prudent for the legislative body to delay action until the court resolves a pending case filed by taxpayer  Romulo Torres who  questioned City Hall’s spending an  P8.5-billion downpayment from the disposal of lots at the South Road Properties.

“If  the court rules in favor of Atty. Torres, will that not make us personally liable and accountable for the entire P8.5 billion (SRP downpayment) for being the final approving party for the appropriation of the amount?” Osmeña asked.

She suggested that  the executive department  identify  fund sources other than the SRP lot sales for the  employees’ PEI.
