Carillo faces admin case

Cebu City Councilor Gerardo Carillo is facing an administrative complaint before the Office of the President for grave abuse of authority and grave misconduct.

The complaint was filed by former City Hall employee Michael Abellana, who alleged that Carillo used him as a cook in a restaurant owned by him and his girlfriend using the time and salary from the city government.

Abellana said, every Mondays and Fridays, he would punch in his biometrics at City Hall past 5am and punch out at past 11am.

Mayor Tomas Osmena, who is running for mayor in next year’s elections, distributed copies of the complaint to reporters in a news conference earlier today.

He said the employee asked for his help and he gave legal assistance in filing the case.

When sought for comment, Carillo questioned why it was just made now and why it was filed before the Office of the President, which, he said is a “political agency” since it’s the Liberal Party (LP) in the office.

Instead, Carillo said the complaint should have been filed in an independent body like the local courts.

He said it’s “purely political.”
