Archival orders probe into video of Cebu City bus playing lewd audio

CEBU CITY, Philippines — Cebu City Mayor Nestor Archival has ordered an investigation into a viral video showing a city government bus allegedly playing lewd sound effects as it passed near a funeral procession.

In a statement issued on Tuesday, July 21, the Cebu City Public Information Office said Archival had directed the concerned department to investigate the incident and take appropriate action based on its findings.

If the probe confirms a violation of existing rules, those involved may face administrative action under applicable laws and regulations.

The city government reiterated that its employees are expected to observe courtesy and respect while carrying out their duties.

It cited Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, which requires public officials and employees to perform their duties with the highest degree of professionalism.

“The City Government does not tolerate conduct that is disrespectful or inconsistent with the standards expected of public servants,” read part of the statement.

It added that all city government personnel are also bound by the Constitution and Civil Service Commission rules.

Video draws criticism

The investigation followed a video posted online by user Marco Romas, who said a city bus was playing lewd recordings while he and others were at a cemetery for a funeral-related activity.

“Naunsa ni ang tingog sa inyong bus, Cebu City Govt? We’re grieving—naa mi minteryo, nagmisa paras among higala nga namatay unya saba kaayo ning bastos nga tingog sa inyong bus,” Romas said in the video’s caption.

(What’s wrong with the sound of your bus, Cebu City Government? We’re grieving—we’re at a wake, holding a Mass for our friend who passed away, and yet the sound from your bus is so loud and disrespectful.)

“Gi-normalize na ba gyud nato magbinastos in public even in spaces that are supposed to be quiet and peaceful?” Romas added.

As of this report, the city government has yet to announce the results of the investigation or any action taken against those involved.
