THE Department of Labor and Employment regional office (DOLE 7) yesterday stopped renovations being done on the Our Lady of Sacred Heart parish church in Capitol, following the work site accident that injured two workers who fell from scaffoldings when their harnesses broke.
Luchel Taniza, DOLE 7 labor communications officer, said the stoppage order will be lifted once contractor Vineyard Construction can correct 14 deficiencies found at the site.
“The contractor only incurred occupational safety and health violations and not violations under the general labor standards,” she said.
Labor inspectors found: no PCAB (Philippine Contractors Accreditation Board) license for sub-tractor or trade contractors; no structured design of tubular scaffold; no certified safety practitioners; no certified safety officer; no certified first aider; no approved DOLE construction safety and health program; no independent lifeline installation; no appropriate planking installed; no appropriate platforms; no NCII skill certificate for skilled workers; no appropriate access ladder going to platform; no appropriate locking for each planking; failure to implement and practice 100 percent tie-off on using full body harness; and poor housekeeping.
Taniza said the contractors were told about the violations and were called to a meeting with DOLE executives this morning.
The two construction workers fell after the scaffold to which their harnesses were attached broke last Thursday afternoon.
Taniza said they will coordinate with the Employees Constitutional Commission to provide assistance to the workers.
“We will be visiting the victims, at the latest by Monday, to see what kind of assistance we can offer them,” she said.
