A third complaint was filed against Cebu Gov. Hilario Davide III yesterday over his refusal to rehabilitate the idle Cebu International Convention Center (CICC).
The urban poor group called Pundok sa mga Kabus Homeowners Association Inc., based in Mandaue City filed charges of gross neglect of duty, grave misconduct and oppression and graft against Davide at the Ombudsman-Visayas.
The complainants, all residents of barangay Subangdaku, Mandaue City, said they used to sell food, beverages and souvenir items to tourists who visit the CICC.
“The injury caused to us Mandauehanons is too much to bear, especially for those of us who thrive on hand-to-mouth existence,” they wrote.
They were assisted by Manila-based lawyer Mohammad Nabil Mutia, who said a relative in Cebu referred him to the group.
“This is not politically motivated. I didn’t even know other persons had filed complaints against the governor,” said Mutia.
Mandaue City-based lawyer Ervin Estandarte and former Cebu governor and now Rep. Gwendolyn Garcia earlier filed separate complaints against Davide before the anti-graft office for “abandoning” the CICC.
