Policeman arrests ‘choosy’ cabbie

Choosy taxi drivers should learn from this.

A taxi driver was arrested after he refused to convey a passenger in barangay Hipodromo, Cebu City.

Ronnie Hortel Salva,  37, and driver of Holiday Taxi, was arrested by SPO4 Rene Cerna, who saw him arguing with passenger Mark Ianne Recla.

The incident happened outside the Ayala Center Cebu in barangay Hipodromo, Cebu City.

Police said Recla, a resident of barangay Apas, was carrying some grocery items with his daughter while trying to flag down a taxi past 7 p.m. last Tuesday.

The father and daughter were on their way home.

Two taxis had turned Recla down before he flagged down a taxi with plate number GXJ-912 driven by Salva.

Police said Salva refused to let  Recla board the taxi and take him to Apas, claiming that he was already tired.  SPO4 Cerna, who happened to be in the area, saw the two men arguing.

The policeman  arrested the taxi driver and brought him to the Cebu City Police Office.

Police said the taxi driver will be charged for violating Republic Act 4136  for his refusal to convey a passenger.

Under the Joint Administrative Order No. 2014-01, refusal to convey passengers can be penalized for P5,000 for the first offense.

A fine of P10,000 will be slapped for second-time offenders and P15,000 for the third offense.

A third offense will lead to the cancellation of the franchise covering the concerned unit.

Chief Insp. David Señor, head of the Police Community Relations of the Cebu City Police Office, said the police can only forward the incident to the Land Transportation Office (LTO) and the Land Transportation and Franchising Regulatory Board.
