City vet wants to return to post but Labella isn’t budging

TWO years after being reassigned to head the  City Office for Substance Abuse Prevention (COSAP), Dr. Alice Utlang wants to become Cebu City Hall’s veterinarian again.

Utlang recently wrote Acting Mayor Edgardo Labella asking him to reinstate her to her original post as head of the city’s Department of Veterinary Medicine and Fisheries (DVMF).

“It has been more than two years since I was reassigned. Maybe now it’s high time for me to request that I will be restored back to my mother unit and to perform duties and functions as city veterinarian,” she said.

It was in Jan. 2, 2014 when Cebu City Mayor Michael Rama reassigned Utlang to COSAP.

Utlang said her reassignment to Cosap is temporary in nature and is only allowed for a maximum of one year as provided under Civil Service Commission Memorandum Circular No. 2 in 2005, which covers reassignment of employees.

Labella said he has yet to read Utlang’s letter. The acting mayor said he wanted her to continue to head COSAP since she is doing well there.

“I’d rather let her stay there because she has become very effective. She is a no-nonsense COSAP head because every now and then there is drug testing,” he told reporters.
