THE Commission on Elections (Comelec) clarified anew that it has no jurisdiction yet over print and broadcast campaign materials made by this year’s candidates.
Comelec provincial election officer Ferdinand Gujilde said a Supreme Court decision ruled that such materials are part of freedom of expression.
“Our jurisdiction only comes during the onset of the campaign period,” Gujilde said.
During yesterday’s 888 News Forum, Gujilde said the local government units (LGUs) can still impose anti-littering and anti-billboard ordinances on the candidates.
“If the public finds these materials a nuisance then they can file a complaint against it,” Gujilde said.
He said printed campaign materials can only be posted on private property if this is allowed by the owner.
The campaign period for the national candidates starts on February 9 while the local campaign period starts on March 25.
Local and national elections in the Philippines is scheduled on May 9 this year.
