Hospital employees gripe over PhilHealth benefits

SOME employees of the Cebu City Medical Center (CCMC) complained about the alleged unfair distribution of benefits in the hospital.

In a letter sent to the City Council, some CCMC employees consisting of both medical and nonmedical personnel that “perform vital functions” claimed that there was inequitable allocation of hazard and subsistence allowances and other benefits.

“What is the basis of the sharing and how do they do it? The law on PhilHealth did not provide the sharing that is why only few are making the policy beneficial to them. This will cause abuse of authority and discretion among those in the position,” said the employees who didn’t sign their names in the letter.

They said the doctors and some division chiefs are receiving P25,000 each. Some personnel get P5,000 each, senior nurses at P8,000 each while the rank-and-file employees only get P2,000 each.

They said the CCMC management determines how much each employee can receive as far as hazard and subsistence allowances go and this is unfair.

They asked for the council’s help in looking into the issue, saying they didn’t list their names for fear of being transferred to other offices or not having their contracts renewed.

They said the CCMC administration has become “politically subservient” to the present administration.

During their regular session last week, the council scheduled an executive session on February 10 to discuss the issue.

The council invited CCMC director for administration Rey Cris Panugaling, asst. Dr. Anton Reposar and chief nurse Lerma Soledad to the executive session.

Sought for comment, Panugaling said all employees have been consulted on the hospital’s PhilHealth Sharing Policy.

He said this is covered by a resolution passed by the hospital.

“I believe these employees were not listening and did not get right information (about it),” he said.

Under the approved sharing scheme, 50 percent of the benefits will go to the medical personnel and the remaining will be shared by all rank-and-file (75 percent), nursing seniors and supervisors, quality team (15 percent), and management circle members (10 percent).
