City fiscal’s office gets new head

President Benigno Aquino III has appointed Liceria Lofranco-Rabillas to lead the Cebu City Prosecutors’ Office, which has no regular chief since October 2014.

Rabillas, a prosecutor for 16 years, took her oath of office before Executive Justice Gabriel Ingles of the Court of Appeals Cebu Station past 1 p.m. yesterday.

Rabillas, 48, will assume office today. She will replace Cebu City Prosecutor Nicolas Sellon who retired in 2014.

Going over all cases and findings of prosecutors in Cebu City, she said, is nothing new.

“I’ve been here since 2004 and I tried to be an officer-in-charge at times when Fiscal Sellon was not around. That, for me, was a practice of some sort,” she said.

Rabillas took her law studies at the San Sebastian College-Recoletos in Manila and became a lawyer in 1995.
