Archival still richest official in Cebu City

CEBU City Councilor Nestor Archival remained the richest elective official in Cebu City based on his 2015 Statement of Assets, Liabilities, and Net Worth (SALN).

Archival, an engineer and a known environmentalist, reported a net worth of P25.97 million as of last year.

Except for three city councilors, other elective officials in the city also declared net worth amounting to millions of pesos in their respective statements.

Councilors Alvin Dizon declared a net worth of only P945,000; Roberto Cabarrubias, P685,000; while Dave Tumulak reported only P109,694.

Archival said he owned eight residential properties in Cebu City, Mandaue City and Ginatilan, as well as a condominium unit in Barangay Guadalupe worth a total of P8.97 million. He also has savings and personal properties worth P13.5 million while payables amounted to only P1.5 million.

Archival is also the finance manager of NA Systems Inc. and has one brother in government service, Talamban councilman Nelson Archival.

Councilor Gerardo Carillo came in second with a net worth of P16 million, an increase of more than P6 million from his declared net worth in 2014 of P9.73 million.

Mayor Rama reported a slight decrease in his net worth to P4.4 million as of December last year from P4.69 million in 2014.

The lone real property listed in his SALN was a P2-million lot in Barangay Basak, San Nicolas which he inherited.

Rama also declared cash in bank (P1 million), jewelries (P175,000), investment (P300,000), furniture (P400,000), stocks (P641,300) and a Volkswagen car (P15,000). The mayor has a P250,000 personal loan as his lone liability.

Rama declared nine relatives in government service.

Under Republic Act 3019 or the Anti-graft and Corrupt Practice Act and Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, elected officials are required to submit their SALN every year to the Office of the Ombudsman.
